27) Autoplay In order to avoid having teams falling too far behind, it is being proposed that we incorporate an Autoplay feature into the league. Essentially, when a team reaches a certain point, a series will be put on the computer to prevent them from falling further behind. Here is how it would work:
At each weekly deadline, if a team is four series behind schedule and in danger of falling five series behind (i.e. the upcoming week is NOT a week off), a notification will be sent out to that team, its next scheduled opponent, and the Ruling Committee indicating that team must play a series - against ANY team - during the upcoming week. If a series is not played, then the series with its next scheduled opponent will be run on the computer. The notification is sent to the next scheduled opponent a week ahead of time so that they can contact one of the Computer Managers to prepare for the possibility of having to play the lagging team on the computer. The notification is sent to the Ruling Committee to keep them aware of how often the process is used.
The lagging team would not be able to manage "live" while his next scheduled opponent would have the option of doing so or relying on Super HAL. However, the lagging team could provide lineups, rotation, or other preferences that can be programmed for Super HAL to use. If it can't be programmed into Super HAL logic, it can't be used. For example, Super HAL can be told to pull a starter after 6 or 7 innings (no other inning caps are available) but Super HAL can't be programmed to pull a guy after 2 plate appearances. Refer to the Super HAL file for a complete list of what can be programmed. This limitation to Super HAL settings takes away the responsibility from the Computer Managers being asked to follow specialized instructions. The Computer Manager would only have to step in to pull a player when he is burned out for the season.This will also relieve some of the burden placed on the Computer managers at the end of the season since no team will ever be more than 4 series behind.

28) Folks, every few years we discuss and vote on expanding rosters. The concern people have is that by expanding the rosters it will dilute the draft of available players and prospects. Please note, part of what makes this league special and unique IS the General Managing element AND the drafting of prospects. Trades are absolutely more fun and likely more possible due to the element of having prospects on the rosters. In the past, roster expansion has been voted down, but I believe I have a solution. First let me explain why roster expansion is NEEDED. The following shows a trend of pitchers with WHIP of 1.35 or lower, or the typical IMBA pitcher

Thus as you can see, we are now having to fill our rosters with additional pitchers to remain competitive which negatively effects our ability to compete going forward. Also, having to hold more pitchers on the roster due to the decrease in average innings hurts teams that are rebuilding. So I thought of a solution… I called it the “Reggie Sanders Rule”. If you recall, Reggie Sanders was a quality ballplayer. Finished his career with over 300 homers and 300 stolen bases, and a near .500 slug. There are only 5 players to have #’s like that. Mays, ARod, Bonds, Beltran, and Reggie Sanders. Yet Sanders had a weird career. These are the teams he played for between 1998-2004.
98 Reds, 99 Padres, 00 Braves, 01 DBacks, 02 Giants, 03 Pitt, 04 Cardinals
7 teams in 7 years, and during those 7 years he batted .264, averaged 23 homers, a .487 slugging percentage, played a solid RF. Yet no one wanted to keep him for a second year during that time. So here is what I am proposing.
We add 3 roster spots to each team, NONE of the players can be protected. During the season we are allowed to increase our rosters due to trades, so we already did away with the 45 man “in-season” roster. The interesting element of this is that if you take a pitcher or a hitter and designate them as unprotected and they have an unexpectedly tremendous year, you can’t keep him. So there is some strategy involved. We cut so many players after the season anyway so this is like drafting a Reggie Sanders, a one-year contracted player. The results are:
A) Increased ability to draft pitchers that are needed for the season
B) Increase room to draft more RPs rather than just higher-inning guys
C) More ‘roster’ room for prospects
D) Increase strategy on who to take during 45 man draft and expansion draft
E) Deeper teams for more trading flexibility

30)IMBA Rules Proposal for 2018: Catcher throwing behind runnerCan only be done if the runner is being HELD ON. A team can only throw to each base ONCE a game. (3x maximum: once to 1B, once to 2B, once to 3B and most teams NEVER hold a runner on 3rd.) The defensive team announces, and rolls the 20-sided die for the catcher. If a 20 is rolled, then the catcher has thrown the ball behind the runner to the base. The offense team rolls to get back using the 2nd steal number + or - the catcher's arm. If the offensive team rolls a 1-3, regular T rating rules apply as defensive manager rolls to see if catcher has thrown the ball into the outfield like in normal stealing situations. (All runners advance 1 base.) Holding runner on must be done for at least 1 full AB, unless runner is thrown out and no longer on base. (This means you can't Hold the runner, make an attempt to throw runner out, and then take the hold off if you are unsuccessful before current batter completes his AB.)
T-Rating is only used if the runner is SAFE. If the runner is out on a one, two or three, then disregard the T-Rating as runner is out. For example, back number of a base runner is 6. Salvador Perez has a -5 arm. Runner is only safe returning to the bag on a 1, so they don't get a T-Rating on a 2 or 3 because the are out on those numbers. T-Rating can only occur on SAFE numbers up to 3.

31) IMBA Rules Proposal for 2018: Catcher dropped 3rd strike
On a strikeout rolled with matching dice, (Three 1's, Three 2's, Three 3's, Three 4's Three 5's or Three 6's) the catcher fails to catch the ball on a third strike, and first base is open, or there are two outs, then the batter becomes a runner. (This is the MLB rule) Defense will roll for the catcher's pass ball rating. If the roll falls within his rating, then the defensive manager rolls to throw the runner out. Safe chances are calculated by using batter's running rating + or - the catcher's arm to see if they reach first base. T-Ratings are in effect just like stealing if a 1-3 is rolled. If it falls within 1-3, check T-rating for an overthrow. Also, the catcher may hold they ball and concede 1B to the runner. The defensive manager may hold they ball and concede 1B to the runner, if they don't like the odds. (Example running 16 and a +3 catcher's arm...) All other runners hold, unless forced.
With bases loaded, the defensive team has the option to get the easiest out by throwing to first to get the batter, (running speed + or - Catchers arm) or try to touch home plate for the force. Running Speed of runner on 3rd. (No calculation for catcher's arm)

25) I think we need to keep things simple and just divide ourselves in two divisions of 9. We will call them East & West for sake of the proposal. This provides an even playing field and puts us at a 100 game season while also adding 1 more playoff team to put us at 10, and putting our lottery at 8 teams. ) 100 game season (25 series of 4 games)Teams will play everyone in their division twice (Two series of 4 games) 8 opponents X 8 games = 64 games.Teams will play everyone in other division once. 27) Autoplay In order to avoid having teams falling too far behind, it is being proposed that we incorporate an Autoplay feature into the league. Essentially, when a team reaches a certain point, a series will be put on the computer to prevent them from falling further behind. Here is how it would work:
At each weekly deadline, if a team is four series behind schedule and in danger of falling five series behind (i.e. the upcoming week is NOT a week off), a notification will be sent out to that team, its next scheduled opponent, and the Ruling Committee indicating that team must play a series - against ANY team - during the upcoming week. If a series is not played, then the series with its next scheduled opponent will be run on the computer. The notification is sent to the next scheduled opponent a week ahead of time so that they can contact one of the Computer Managers to prepare for the possibility of having to play the lagging team on the computer. The notification is sent to the Ruling Committee to keep them aware of how often the process is used.
The lagging team would not be able to manage "live" while his next scheduled opponent would have the option of doing so or relying on Super HAL. However, the lagging team could provide lineups, rotation, or other preferences that can be programmed for Super HAL to use. If it can't be programmed into Super HAL logic, it can't be used. For example, Super HAL can be told to pull a starter after 6 or 7 innings (no other inning caps are available) but Super HAL can't be programmed to pull a guy after 2 plate appearances. Refer to the Super HAL file for a complete list of what can be programmed. This limitation to Super HAL settings takes away the responsibility from the Computer Managers being asked to follow specialized instructions. The Computer Manager would only have to step in to pull a player when he is burned out for the season.This will also relieve some of the burden placed on the Computer managers at the end of the season since no team will ever be more than 4 series behind.

28) Folks, every few years we discuss and vote on expanding rosters. The concern people have is that by expanding the rosters it will dilute the draft of available players and prospects. Please note, part of what makes this league special and unique IS the General Managing element AND the drafting of prospects. Trades are absolutely more fun and likely more possible due to the element of having prospects on the rosters. In the past, roster expansion has been voted down, but I believe I have a solution. First let me explain why roster expansion is NEEDED. The following shows a trend of pitchers with WHIP of 1.35 or lower, or the typical IMBA pitcher

Thus as you can see, we are now having to fill our rosters with additional pitchers to remain competitive which negatively effects our ability to compete going forward. Also, having to hold more pitchers on the roster due to the decrease in average innings hurts teams that are rebuilding. So I thought of a solution… I called it the “Reggie Sanders Rule”. If you recall, Reggie Sanders was a quality ballplayer. Finished his career with over 300 homers and 300 stolen bases, and a near .500 slug. There are only 5 players to have #’s like that. Mays, ARod, Bonds, Beltran, and Reggie Sanders. Yet Sanders had a weird career. These are the teams he played for between 1998-2004.

7 teams in 7 years, and during those 7 years he batted .264, averaged 23 homers, a .487 slugging percentage, played a solid RF. Yet no one wanted to keep him for a second year during that time. So here is what I am proposing.
We add 3 roster spots to each team, NONE of the players can be protected. During the season we are allowed to increase our rosters due to trades, so we already did away with the 45 man “in-season” roster. The interesting element of this is that if you take a pitcher or a hitter and designate them as unprotected and they have an unexpectedly tremendous year, you can’t keep him. So there is some strategy involved. We cut so many players after the season anyway so this is like drafting a Reggie Sanders, a one-year contracted player. The results are:
A) Increased ability to draft pitchers that are needed for the season
B) Increase room to draft more RPs rather than just higher-inning guys
C) More ‘roster’ room for prospects
D) Increase strategy on who to take during 45 man draft and expansion draft
E) Deeper teams for more trading flexibility

30)IMBA Rules Proposal for 2018: Catcher throwing behind runnerCan only be done if the runner is being HELD ON. A team can only throw to each base ONCE a game. (3x maximum: once to 1B, once to 2B, once to 3B and most teams NEVER hold a runner on 3rd.) The defensive team announces, and rolls the 20-sided die for the catcher. If a 20 is rolled, then the catcher has thrown the ball behind the runner to the base. The offense team rolls to get back using the 2nd steal number + or - the catcher's arm. If the offensive team rolls a 1-3, regular T rating rules apply as defensive manager rolls to see if catcher has thrown the ball into the outfield like in normal stealing situations. (All runners advance 1 base.) Holding runner on must be done for at least 1 full AB, unless runner is thrown out and no longer on base. (This means you can't Hold the runner, make an attempt to throw runner out, and then take the hold off if you are unsuccessful before current batter completes his AB.)
T-Rating is only used if the runner is SAFE. If the runner is out on a one, two or three, then disregard the T-Rating as runner is out. For example, back number of a base runner is 6. Salvador Perez has a -5 arm. Runner is only safe returning to the bag on a 1, so they don't get a T-Rating on a 2 or 3 because the are out on those numbers. T-Rating can only occur on SAFE numbers up to 3.

31) IMBA Rules Proposal for 2018: Catcher dropped 3rd strike
On a strikeout rolled with matching dice, (Three 1's, Three 2's, Three 3's, Three 4's Three 5's or Three 6's) the catcher fails to catch the ball on a third strike, and first base is open, or there are two outs, then the batter becomes a runner. (This is the MLB rule) Defense will roll for the catcher's pass ball rating. If the roll falls within his rating, then the defensive manager rolls to throw the runner out. Safe chances are calculated by using batter's running rating + or - the catcher's arm to see if they reach first base. T-Ratings are in effect just like stealing if a 1-3 is rolled. If it falls within 1-3, check T-rating for an overthrow. Also, the catcher may hold they ball and concede 1B to the runner. The defensive manager may hold they ball and concede 1B to the runner, if they don't like the odds. (Example running 16 and a +3 catcher's arm...) All other runners hold, unless forced.
With bases loaded, the defensive team has the option to get the easiest out by throwing to first to get the batter, (running speed + or - Catchers arm) or try to touch home plate for the force. Running Speed of runner on 3rd. (No calculation for catcher's arm)

32)IMBA Rules Proposal for 2018: 5 Infielders & 2 Outfielders
In 9th inning or later, a manager may place an outfielder into the infield.
Infield:
Each infielders defensive rating improves 1 rating, and their Error rating drops 10. Any player rated E10 or less becomes the lowest error rating on the chart. The outfielder will NOT field the ball in these situations. They just improve everyone else by shrinking the area they cover. The 5th infielder also takes away all # signs. The ball does not get through with infield in on a # sign with 5 infielders.
Outfield:
The defense must decide which outfield position is VACANT. Any ball hit to that field (X-chart, partial hits or Flyballs) becomes a DOUBLE***
