A couple years ago Josh sent out the votes in a way which allowed us to VOTE in advance of the meeting which seemed like a good way to get an idea on which proposals would need a lot of discussion at the meeting and which ones could be agreed on in advance or dropped totally before the meeting.
Is there a way for us to do that again? We spend most of our time at the meeting discussing realignment, and by the time we finally get to the actual rules by which we play the game by, everyone is either tired or frustration level is too high to listen or concentrate on the rationales for people creating the other rules.

WE voted no proxys this year. So if you want a say in new rules you have to come to the league meeting.

What I asked isn't asking for a proxy vote. This is allowing people to vote on certain issues ahead of the actual meeting to save time. At the meeting when we go through each one, you can make sure the person is actually present to count their vote. But if something is passed before the meeting such as Hypothetical Rule #1 "All dice must be red & white" and this passes 17-1 before the meeting. At the meeting when You as the Commish get to Rule #1. You can see who is present and already know the votes and finalize that rule #1 actually passes by a vote of 14 - 1 because 3 people are not currently at the meeting. This still saves a lot of time, because we voted on simple stuff that did not need clarification before the actual meeting.
