Catcher throwing behind the runner. Can only be done if the runner is being HELD ON. A team can only throw to each base ONCE a game. (3x maximum: once to 1B, once to 2B, once to 3B and most teams NEVER hold a runner on 3rd.)
The defensive team announces and rolls the 20-sided die for the catcher. If a 20 is rolled, then the catcher has thrown the ball behind the runner to the base. The offense team rolls to get back using the 2nd steal number + or - the catcher's arm. If the offensive team rolls a 1-3, regular T rating rules apply as defensive manager rolls to see if catcher has thrown the ball into the outfield like in normal stealing situations.
Holding runner on must be done for at least 1 full AB, unless runner is thrown out and no longer on base. (This means you can't Hold the runner, make an attempt to throw runner out, and then take the hold off if you are unsuccessful before current batter completes his AB.)

T-Rating is only used if the runner is SAFE. If the runner is out on a one, two or three, then disregard the T-Rating as runner is out. For example, back number of a base runner is 6. Salvador Perez has a -5 arm. Runner is only safe returning to the bag on a 1, so they don't get a T-Rating on a 2 or 3 because the are out on those numbers. T-Rating can only occur on SAFE numbers up to 3.
